To help achieve Oregon’s high school and postsecondary education completion goals, the state has been expanding its investment in accelerated college credit (ACC) options that give high school students the opportunity to earn college credit. 

In fall 2013, the Oregon State Legislature allocated $1.7 million to support and expand Eastern Promise during the 2013–14 and 2014–15 school years. The Eastern Promise program seeks to expand access to dual credit course offerings at eastern Oregon high schools and encourage a college-going culture in all eastern Oregon schools.

Building on the success of Eastern Promise’s model, the Oregon State Legislature allocated additional funding in 2014–15 and 2015–17 to “replicate” the Eastern Promise model and increase the number of high school students completing college courses and high school teachers eligible to teach college credit courses. The Oregon Department of Education (ODE) is administering these grants, which were disbursed to five regional consortia composed of school districts, educational service districts (ESDs), and local postsecondary institutions.

Education Northwest, a nonprofit organization based in Portland, Oregon, contracted with the Oregon Department of Education to evaluate the 2014–15 Regional Promise grants. This report contains the results of the evaluation of the 2014–15 grant program.

Oregon’s community colleges are designed to serve the educational needs of their local community. Each college is governed by a locally elected seven member board that directly connects the college to the community. Community college board members are accountable to their communities for the success of their students, their ability to meet local needs, and the financial integrity of their colleges.

The 17 colleges operate under a strong ethic of collaboration on issues of statewide importance, ensuring collectively that resources are leveraged to best support the needs of all students and communities.  Through these efforts, colleges are working together to advance the ideas of access, student success and completion.  

  Oregon Community College Connection, Preparation, Progress and Completion Strategic Plan - 2013-15

The Oregon community colleges’ commitment to increasing completion rates honors access, addresses inequalities, and moves to ensure success. The Oregon Community College Connection and Preparation, Progression and Completion Strategic Plan for 2013-15 builds upon the learning and progress from the previous plan(s) and transitions to a changing educational environment. The plan affirms these essential values:

  • Students have the right to succeed—not the freedom to fail.
  • Learning is the CENTER for all of us.
  • Honor the intent of the student’s goal—engage to expose students to the horizons of learning for a lifetime.

The plan builds on strengths, the continued journey of learning, and identifies strategic steps for the next two years. It is organized around three key components of the community college/postsecondary education continuum: Connection and Preparation, Progression, and Completion.
