White House rescinds executive order freezing federal assistance funds

Jan. 29, 2025 – The White House Office of Management & Budget this morning in a memo officially rescinded the President’s executive order from Jan. 28 that froze access to most federal assistance funds, which caused chaos and confusion after its announcement. The original order disrupted access to federal grant funds for several colleges, including Head Start funding, despite many grants like Head Start, Pell and SNAP being identified as programs that would not having funding paused.

OCCA stayed on top of the issue as it unfolded and issued the following statement on Jan. 28 (prior to the executive order being rescinded on Jan. 29): “OCCA is working to ensure critical programs and student financial aid continues. Oregon’s community colleges are on the frontline for workforce and economic development, and our focus today and every day is to ensure Oregonians continue to have access to the affordable degrees, certificates, training, and employment opportunities Oregon’s colleges provide. OCCA continues to work with state and national partners to learn more about the potential impacts to community colleges.”
